Windows Server Datacenter and Standard, the two market-dominating editions, require per-core licenses and some form of Client Access License (CAL). Simply purchasing and installing Windows Server licenses on your server does not grant usage rights.

While the server itself is licensed, users and devices require CALs to legally access and use its features. Without the appropriate CALs, your Windows Server installation remains unlicensed.
