Starfield is a very demanding game, but the graphics menu allows for a lot of customization. Using FSR 2 is necessary and unfortunately it is not well implemented in this game! One good thing is that even low settings look great here, as they do not disable shadows or ambient occlusion and reflections.

The medium preset is a good place to start and there are some settings that can be turned down to low for maximum performance. In general, the game doesn't run very well on hardware comparable to the GTX 1060 and that's to be expected since Bethesda requires a GTX 1070 Ti as a minimum spec!
