What is the difference between upgrade and step-up licenses?

Normally, an upgrade is when you upgrade from one version to another version – say, from 2016 to 2019. But Microsoft is Microsoft, and there is confusion in the Microsoft world when they refer to Windows Enterprise licenses as "upgrade licenses." In all other cases, when you upgrade the edition, such a license is called a "step up."

So moving from Windows Server Standard to Windows Server Datacenter is a step forward. Ideally, they shouldn't have called Windows Enterprise licenses an "upgrade."
