First, you can now license Windows Server on a per-virtual machine basis.
The number of core licenses assigned to a virtual machine is equal to the number of cores, with a minimum of eight core licenses required, so you cannot assign less than eight licenses. If you are a new customer, you must purchase a minimum of 16 such licenses.
Licenses must be either Windows Server Standard or Windows Server Datacenter subscription licenses or similar licenses with active Software Assurance. Additionally, all Client Access Licenses must be covered by active Software Assurance or be subscription CALs.
Such licenses can be freely transferred from one host to another using this virtual machine, without having to wait 90 days. So Windows Server now effectively has license mobility across server farms.
