To prevent unauthorized distribution of Zebra indicators, a "security protocol" has been implemented. While the implementation may be a bit confusing for you, it has become necessary to protect the indicators from being copied and shared by people who do not respect the effort and cost of uniquely developing a custom indicator. Most do not distribute them, but due to the few who engage in such an unethical practice, this method of incorporating a layer of protection has been adopted.
