Open the Registry Editor (regedit) and go to:
Computer//HKEY_LOCAL_MACHINE//SYSTEM//CurrentControlSet//Control//Terminal Server//WinStations
Right click on the WinStations folder, select New, select DWARD (32 bit) and name it DWMFRAMEINTERVAL
Double-click DWMFRAMEINTERVAL and change the decimal value to 15
Restart your server/computer and you will have 60 FPS on your RDP sessions from now on.
