There are two different methods to recover files:
First Method: How to retrieve files using Command Prompt by booting the same corrupted computer into Advanced Startup or Windows Recovery Environment if it turns on but won't start or boot.
Second Method: How to recover data from laptop hard drive that won’t turn on on another computer.

First Method: How to Copy Files Using Command Prompt in Windows 10 or Other Windows:

If your PC only has operating system corruption without hardware damage, you have the option of copying your files to another partition on the same computer or to an external hard drive or USB drive. To do this, you need to boot your PC into the Windows Recovery Environment (WinRe) either from the same operating system or using Windows installation media such as a DVD or USB drive.

Now let’s see how to copy your files from internal hard drive to external hard drive or USB drive using Command Prompt.

1.3.a. Connect a USB flash card with sufficient free space.
1.3.b. Open the command prompt.
1.3.c. Type /"Notepad.exe/" without quotes and press Enter.
1.3.d. In the Notepad interface, click on the “File” field and select “Open”.
1.3.e. Browse to your files on the computer and send them to the USB card.
1.3.f. If there is not enough space on the USB stick, you will receive an error message like this.
So please connect another USB card or hard drive with enough free space and try again.
1.3.g. You cannot see the copy dialog.
In addition, the computer stops responding during the file copy process
and will respond again after the copy process is complete.
This method also allows you to move or copy your data
from the C or Windows partition to another partition
if you are planning a new installation of Windows
after irreparable error in the previous operating system.

Second method: How to backup data from a laptop hard drive that won’t turn on to another working computer:

If your PC suffers irreparable hardware damage, you still have the option to recover your data from the broken computer's internal hard drive to another working computer. To do so, you can do one of the following:
– HDD or SSD drive enclosure
– Connection for floppy disk drive
– SATA hard drive caddy.

They cost less than $5 and can be purchased at your nearest computer accessories store.

You need to remove the internal HDD or SSD drive from the broken laptop as follows:
2.1. Disconnect the laptop from the power source.
2.2. Remove the battery
2.3. Remove the screws that secure the tray or rear cover.
Some laptops allow access to the hard drive and memory by removing a small rear cover without removing any screws.
2.4. Remove the (rear) compartment cover.
2.5. Locate the HDD or SSD drive and carefully remove it.
2.6. Remove the frame fixing screws.
2.7. Pull back the hard disk drive.
2.8. Take out the hard disk drive and remove the metal frame.
