The cloud has not eliminated licenses. Around 2012, there was a widespread belief that the cloud would put an end to licenses. Yet 12 years later, Microsoft is still heavily reliant on licenses and actively promotes license sales.

Even in the service provider space, Microsoft is moving away from consumption-based models like the Service Provider Licensing Program (SPLA). Even though the SPLA will be around for a few more years, Microsoft is pushing its customers toward CSP licenses, driving them back to traditional licensing rather than cloud usage.
