Let’s hear the explanation of an unnamed retired astronaut:
"Of course they don't feel comfortable putting them in the vehicle," the retired astronaut said of the Starliner, which transported the astronauts to the International Space Station (ISS) in June and is scheduled to bring them back home. "Otherwise they would have put them in already."
The original plan was for Butch and Sunni to stay on the ISS for only a week, but in the end almost two months have passed.
To explain the delay, NASA officials have repeatedly said they wanted to test the Starliner capsule and fix any bugs before deciding on a return flight.
The problems started when helium leaks were discovered on the Starliner before launch. Instead of finding the cause and dealing with it, they decided to launch anyway, and on the way to the ISS, more leaks and engine malfunctions occurred. Much later, they managed to find the root cause. The helium leaks could be caused by Teflon seals in a bulge of an oxidizer valve that restrict the flow of nitrogen tetroxide propellant. A poppet valve, similar to the tire valve, is designed to open and close to control the flow of propellant into the engine's combustion chamber. The seals have been damaged by contact with propellant vapors due to heat buildup inside the engines.

NASA and Boeing have taken the brunt of negative press for their "go-fever" work style. This comes against a backdrop of Boeing's planes running into trouble due to falling doors and other quality control issues, which also cast a shadow over the company's space efforts. As predicted, Boeing's Starliner is now stranded in space with two of its astronauts.
The main responsibility for this affair is attributed to NASA.
In its role as operator, the national agency should not escape critical scrutiny, and it has not been particularly forthcoming with regard to the problems surrounding the Starliner, even though it has been known for various technical problems and aborted launches since the beginning of its development.
